Doors Open for Opportunity at Carroll Hills

We are very excited about the completion of the addition to the Administration Building at 1182 Roswell Road NW, Carrollton. The Non-Profit Board owns the property and partnered with the County Board to ensure Carroll County citizens with mental retardation and developmental disabilities (MRDD) would have a place to work and receive day services.

The addition is 1,840 square feet and will house 15 MRDD individuals and up to 5 staff. The layout is a large day service room including lockers and a washer and dryer, handicap accessible restrooms with a shower, a kitchen, a nurse station, a bedroom area for emergency stays, and a mechanical room. The addition also includes a covered porch with two porch swings. The grounds will allow space for outdoor activities such as gardening, a greenhouse, corn hole, a walking path, etc. The renovation includes a new main entrance, conference room, restrooms, Carroll County Transit office, 2 Service and Supports Administrators offices, a trainerís office, a maintenance office, secretariesí office, and superintendentís office.

This addition will create more space at the existing workshop (Carroll Hills Industries) on 540 North High Street that currently serves at least 95 MRDD individuals. The plan is to move the 15 individuals to the addition and use the room #6 at Carroll Hills Industries (CHI) as a habilitation room. This will give staff a break room again and allow for areas to safely store supplies and equipment. Part of the process has been renovating CHI by adding walls, a door, and a drop ceiling to room #2; adding walls and a drop ceiling to room #3; adding drop ceilings to the hallways; painting the interior; and adding handicap accessible ramps to the front and side fire exits to meet code.

Carroll Hills Industries renovations addressed safety concerns over deteriorating ramps, reduced noise by adding walls, increased safety by adding a door, and improved heating and cooling efficiency for MRDD individuals. The addition will also allow the County Board to provide more services to MRDD individuals so the waiting list will remain at a minimum. That is one of our main goals, providing services to all who are eligible.

The projected cost of the addition and renovation of the Administration building is $408,812.50. The Ohio Department of Mental Retardation and Developmental Disabilities (ODMRDD) provided $225,984 through a grant. Local match of $56,496 was provided through private donations, funding from Carroll Hills Industries, and funding from Carroll County Board of MRDD. The Non-Profit Board paid $43,001 in overage costs for renovation and the addition. The County Board paid a total of $83,331.50 for overage costs and the septic system. The grand total of local tax dollars (County Board costs) for the project was $108,331.50.
